Brookvale Road & Romanes Drive Structure Plan

In 2019 Development Nous lodged the Brookvale Road and Romanes Drive Structure Plan and Resource Consent application for the initial development of Stage 1 (Area A) including the commencement of the wider Structure Plan infrastructure. The proposed Structure Plan includes provision for approximately 600 mixed density residential lots to be delivered by 2030.

For the 3 years leading up to approval Development Nous was responsible for town planning, urban and civil design and consultation as well as lodging the appeal working and with council to draft the new zone rules. 

The first part of the structure plan to be undertaken will include 101 residential lots to be rolled out over 5 years. Stage 1 includes 2 existing dwellings and 6 proposed lots fronting Brookvale Road and will be completed mid 2021.

Development Nous is near completion of design for Stage 2 which encompasses 31 new residential lots. 

Northwood Subdivision

Directors Karl and Matthew and members of the civil team have been involved with the Northwood subdivision project since 2004. Development Nous became the main consultant in 2016 and completion of the final stages of the project late 2019, being the remaining 60 residential lots. 

Northwood was a large greenfield subdivision covering approximately 21ha on the urban fringe of Hastings. Over the last fifteen years the development has provided Hastings with a range of real estate options to accommodate a wide variety of house sizes and styles for the growing Hawkes Bay population. 

Professional services undertaken by Development Nous over the last four years of the project included planning, survey set out, UAV mapping and photography, civil design and construction services, environmental consultation including soil testing, reporting and remediation, as well as project management. 

Matuku Farm Park

Development Nous were engaged to prepare planning and design documentation for submission to Council for a 21 lot farm park development in Crownthorpe, Hastings. A farm park scheme plan was prepared for our client providing  21 lots, generally 2500m², to accommodate rural residential dwellings. 

Each site was set strategically amongst the pastoral landscape with specific consideration given to providing access and platforms that minimise earthworks and mitigate effects on the rural landscape.

Our Planning Team prepared an Assessment of Environmental Effects for Resource Consent and submitted a comprehensive planning application to Hastings DIstrict Council for the project, including civil engineering and landscape architectural reports and documentation. 

Resource consent was granted without hearing by HDC in early 2019. Stage 1 construction of the first 8 lots was completed in mid 2020 and construction of Stage 2 commencing 2021.

Development Nous has also worked closely with the Client to develop Landscape Design Guidelines for future lot owners to employ to reflect the overall environmental vision of the Matuku Farm Park and undertakes ongoing reviews of the submitted landscape schemes. 

Tangoio Beach

Development Nous was engaged to consult in the redevelopment of the historic bach settlement at Tangoio Beach, located 22km north of Napier, Hawkes Bay. In early 2018 Development Nous submitted a resource consent application for a 37 lot coastal settlement along Beach Road. 

The residential lots have been designed to range between 800-1000m2 connected via a simple road network. Special care was taken to tie the development into the coastal landscape and maintain the existing character and picturesque qualities of the site. 

Development works includes the importation of over 40,000m3 of engineered fill to address issues associated with both flooding as well as seismic considerations. 

Resource consent was granted by Hastings DIstrict Council in April 2019 and Development Nous is currently undertaking construction with 7 lots in Stage 1 completed mid 2020. The 13 lots within Stage 2 are expected to be completed by early 2021.

Kainga Ora - Hinau Street

Development Nous was a key consultant for the Kainga Ora Emergency Housing 4 lot subdivision recently constructed on Hinau Street, Hastings. 

DNL provided a range of services including topographical survey, civil engineering design and documentation, planning consultation, Resource Consent documentation and lodgement and land transfer surveying. 

Consent was received from Hastings district Council mid August 2018 and construction was completed December 2018, with the titles process following construction. 

Development Nous also carried out UAV mapping and aerial photography for this project as seen in the adjacent imagery.

ONE Havelock Road

Development Nous has completed resource consent, topographic surveying and preliminary civil documentation for the ONE Havelock development, the newest commercial development located at the gateway to Havelock North Village. 

The site encompasses properties at 57, 61, 63 and 65 Havelock Road. The proposed building, designed by Neil Fenwick Architects, will provide Havelock North Village with a new three storey commercial 

development and associated car park situated amongst existing tree canopies adjacent the Karamu Stream corridor and Anderson Park. 

Resource consent was granted by Hastings District Council in 2018. Development Nous will be involved throughout the detailed design and construction process with the project to be completed by the end of 2020.

Guppy Road Subdivision

In 2017 Development Nous was engaged to undertake design, planning, survey, construction consultation and project management services for the two neighbouring sites at 240 and 250 Guppy Road Taradale to create 73 new residential lots within the greenfield site. 

The civil construction component of the project was completed in late 2018 with final Council sign off given in early 2019. The residential development has begun to fill with new homes, expanding the Taradale urban area.

Two Taniwha Kitchen and Bar, Waipukurau

Development Nous was approached to undertake an urban design assessment as a part of resource consent application for a new Burger Bar proposed in Waipukurau.
The resource consent application was for the establishment of a Burger Bar within the central business precinct of Waipukurau run out of a fully serviced and fitted out shipping container. 

The site includes outdoor dining areas, both licensed and unlicensed, car parking to the rear and a detached toilet block located behind the container. The application was consented and the site is up and running. The Burger Bar, named Two Taniwha Kitchen and Bar offers slow cooked pulled meat meals.

Napier Minor Dwelling In-fill Programme (MDIP)

Development Nous were employed as lead planning, surveying and civil engineering consultants for this Kainga Ora Minor Dwelling In-fill Programme (MDIP). This consisted of residential "infill" development across a total of 40 existing HNZC houses in Greenmeadows, Marewa, Onekawa and Tamatea. As a result of this project 40 new, 2-bedroom homes have been provided for persons on the Ministry of Social Development social housing register.

Development Nous carried out the topographic surveying for each of the sites to facilitate the necessary architectural plans and drawings. Our Planning Team provided an Assessment of Environmental Effects and submitted comprehensive planning applications to Napier City Council for each of the sites. Assistance was also provided for civil engineering matters.  Extensive consultation was carried out with NCC throughout the project, through to its successful completion. Many of the new homes have been constructed.

AUT Millennium Stadium

Development Nous were employed by The Hawkes Bay Community Fitness Centre Trust to provide Planning and Surveying expertise with the vision to establish a world class sports and recreation hub and community health centre at the Hawkes Bay Regional Sport Park.The proposed complex will be a world class sports and recreation hub and community health centre at the Hawkes Bay Regional Sports Park.

Consent was granted for the site in 2017 with Stage 1a construction completed in mid 2019. The complex provides a premier facility for community health and fitness, school sports development and community sport, along with sports and health science research.  The facility includes an indoor sports and recreation hall, strength and conditioning gym, community health and fitness gym, sprint track, fitness trail, wellness tutorial rooms, a sports medicine centre. The Stage 1b building expansion and construction of an onsite accommodation hostel is still to be undertaken. 

Hastings Health Centre & Totara Health Subdivision

Development Nous undertook the Resource Consent and site survey aspects for the new Hastings Health Centre located on St Aubyn Street in Hastings. Planning applications covered the landuse components of the proposed facility as well as the subdivision of the existing Totara Health/Bunnings property to allow for construction of the 3 storey building. 

The building, designed by HDT Architects, provides state of the art facilities that are an asset to the community. The site is easily accessible with off road car parking to the rear of the building. The building construction was completed by Gemco in early 2019.

Development Nous was employed by PetStock to undertake the Resource Consent application to establish a new 'PetStock' pet store within Unit N8 of the The Park Mega Centre, Karamu Road, Hastings. DNL also provided building set out for Gemco Construction.

PetStock is a retail store for pet supplies which also includes an on site vet clinic and surgery, dog grooming services and a puppy school. 

DNL obtained resource consent in 2017 and the building was constructed shortly after. 

Pohutukawa Drive, Whirinaki

Development Nous completed Survey, Civil Design and Contract Management tasks on the 15 lot Coastal Residential subdivision in Whirinaki. Planning consent for this project was undertaken by Director Matthew Holder. 

The Northshore development incorporates lot sizes ranging between 1000-1500m² and construction of a 700m long roadway providing further coastal residential living to the landward side of the existing Northshore settlement. 

Hawkes Bay Opera House

Development Nous were employed by Hastings District Council to undertake 3D laser scanning and surveying of the Hawkes Bay Opera House in September of 2017. 

Survey was undertaken within the plaza and roadside plaza facade area to allow for the complete rebuild of the earthquake prone structure. Construction is currently being undertaken by Gemco.
